		<description>If it was peoria owned would you expect them  send themself a bill? IAW is responsable to return it to like it was. If the city does not hold them to that then it is the COP fault.Mainbreaks are not planned. Granted that main might be old, but it does not signal replacement just because it&#039;s old.</description>

Paul is correct, a lot of money was spent studying the fact that people won&#039;t cut through a neighborhood. Money down the drain I guess.
