			<content:encoded><![CDATA[<p>For a guy who swore off blogging with any regularity, C.J. Summers is churning out posts that shock full of common sense.</p>
<p>Consider this <a href="http://peoriachronicle.com/2009/01/11/questioning-museum-attendance-projections/">post</a>, where he looks at the numbers supplied by the Built the Block crowd smells something fishy going on. Why isn&#8217;t Peoria&#8217;s only daily newspaper of record going over these numbers and pointing out how wildly unrealistic they are? Too busy doing <a href="http://pundit.blogpeoria.com/2009/01/08/media-man-bites-dog-sadly-no/">lost dog stories</a>, I suppose.</p>
<p>Not that it matters really. The powers-that-be are doing their damnedest to scare voters into passing a tax increase onto voters to pay to built it. And because it cannot possibly be self supporting, they WILL make this temporary tax permanent in order to keep it open. They have to, because people from all over the state will NOT travel to Peoria see it, and the vast majority of Peorians will not visit it more than once, if that.</p>

Summers on <a href="http://www.yourheartofillinois.com/news/news_story.aspx?id=230566">HOINews</a> discussing <a href="http://peoriachronicle.com/2008/12/01/hopc-meeting-on-dec-5-may-be-last/">this subject</a>, the possibility the Heart of Peoria Commission &#8212; of which he is a member &#8212; might vote to disband.</p>
<p>C.J. and other members think it&#8217;s useless for the commission to continue. After all, the city is limiting meetings to no more than six times a year, they have virtually no duties and almost no funding. The plan is to re-organize as a private organization that can meet whenever the Hell they want. And being free of the city would be sort of liberating. I get that.</p>
<p>I just don&#8217;t think they have the power to vote to do away with the commission. I mean, the Heart of Peoria Commission is a creation of the City of Peoria, which would mean only the Peoria City Council could vote to close it down.</p>
<p>Of course, the commission members could resign as a group.</p>
<p>Which means the Mayor and the council could theoretically name new people to the commission.</p>
<p>We&#8217;ll see what happens at 8 a.m. Friday at Peoria City Hall.</p>
